NAREIT is proud to be one of the primary leaders of the Coalition to Insure Against Terrorism (CIAT). CIAT's 75 member coalition represents a wide range of businesses and organizations throughout the transportation, real estate, manufacturing, construction, entertainment, and retail sectors. It was formed shortly after 9/11 in response to the lack of affordable and comprehensive terrorism insurance in the marketplace. Our purpose is to represent the interests of business policyholders in the terrorism insurance debate and to push for the passage of legislation that ensures the availability of terrorism risk insurance. In 2002, CIAT was successful in its initial campaign to have a temporary federal terrorism reinsurance program. However, TRIA is due to expire at the end of 2005 and questions remain about the private market's ability to function well without such a law. As a result, CIAT is engaged in an aggressive lobbying campaign aimed at securing Congressional approval of legislation that would extend the federal terrorism insurance program beyond 2006.
